Like this, the sentence doesn't make much sense. It means "I love you and won't say anymore". Maybe it's "je t'aime mais je ne le dirai plus"=I love you but I won't tell you anymore. Or maybe there is something after "plus"=and I won't tell anymore ????

I agree with the last two answers that the speaker intended to say
I love you and I will say no more (about it).
But French really requires the 'en' that translates 'about it' It also sounds better with a second 'je'.
Je t'aime et je n'en dirai plus
I love you and that's all I'm going to say.
I love you and won't say more.
