I'm trying to translate a birth certificate from the Ivory Coast so I can file a client's I-485. Babel Fish translation are not wanted. Here's what I need help with:

Extract from the Register of births for the year|||I assume you mean "translate it conversationally" so as to maintain the idiom. Literally would be without the idiom and that's what makes babelfish et al translations seem so stilted.
State Civil Center (for this to make sense their should be a letterhead or other identifier showing what "State" refers to). In essence this is the courthouse, though I would be leery to translate it into that since they may actually call it "state civil center" in the Gold Coast (Cote d'Ivoire).
